I want to create a book blog and review site with plenty of art and uses cartoon characters as virtual avatars of critics who review books.
I need there to be palceholders for illustrations and backgrounds for when I hire the artists to commission art for me

Attached is word file but it is messy, and canva design is more accurate visualization of final product.
I am looking for a part time worker to offer me their Developer skills to realise my design within a budget of 500-1500 depending on services offered. I intend to outsource the art and illustrations for the website, however I am open to hearing suggestions to employ your services in that department as well. Otherwise I intend to simply request placeholders for when the website is complete.
